During this presentation, Mr. Brian Michael Jenkins and Mr. Bruce R. Butterworth, from the Mineta Transportation Institute, will look at vehicle rammings in the United States and other similar countries since 2013, including those that occurred in a surge that began in mid-November of 2024 and continued through 2025. They will examine attacker motivation, target selection (including public surface transport), vehicle acquisition, and other factors (such as speed, mass and height of the vehicle, the use of weapons other than the vehicle, and the density of the people located at the target) that increase lethality, and therefore require attention in terms of prevention and mitigation. They will also briefly look at new developments – such as automated vehicles, and peer-to-peer rentals – that increase the challenges faced by federal, state, and local law enforcement authorities.
